I meant that there are structural reasons why people can't just change

their perception of the world.

I think your point about an individual changing their perception of the world is powerful and I wish it could happen, but there are rational forces which make it harder for people to do that (my invoking the prisoner dilemna).

I just mentioned collective action because I think that partisan politics is a classic example. The payoff for "cooperation" for each political party might be low, but the payoff to society for each political party cooperating is very high.
