The burden is on the police officer.
The officer initiated the stop and he is the professional. It is up to him to manage the scene. This was someone driving back from picking up a few groceries with his companion and her daughter in the car. He pulled over promptly when the light flashed. He was not going for his gun to shoot the officer -- there was no bullet in the chamber. All the officer had to do was followed proper protocols. He was not convicted because of a reasonable doubt and a leniency toward police. He was promptly dismissed from the police force. [Post edited by DanTheFan at 06/16/2017 7:34PM]
