You are assuming police officers are psychic.
he cannot know there is no bullet in the chamber. He can't know what this man's intentions are. He has no idea where this person just came from. None of that is important in this case.
What is important is that the officer stated that he gave a command to not reach for the weapon and the victim either by not hearing him or not understanding him did not follow that instruction. His management of the scene was his instructions. they were not followed.
The victim was not a responsible gun owner in that moment.
I would love to see you take the officer's place in a scenario with paintballs or something and see how often you can make the right decision.
