They will certainly have talking points at the ready if it fails

It's kind of a symbol of the GOP's total ideological bankruptcy that that are damned either way here. If they pass it and it kicks tons of Trump voters off insurance (as the CBO predicts will happen), they risk damaging their support from transitional voters that are not diehard, "vote-R-at-all-costs" types. Not a big number of those folks but it didn't take many to swing the election given the influence in the upper Midwest swing states.

If they fail, their base begins to wonder why they can't get stuff done.

Sure the GOP will just blame it on Hillary, Obama, Benghazi, EMAILS!, the deep state, "insider Washington", etc. That's their best talking point given that it's consistent with the only vision they have excreted the past 8 years. But they have nothing else, other than lies ("we are not cutting Medicare!"), more lies ("more insurance for everyone!"), blame and recrimination.
