Only problem with the whole Deep State hocus pocus is that the CIA

answers to whoever's policy constitutes the "foreign policy establishment" at any given time. They aren't independent actors. If you think there is problem with our foreign policy you can rightfully target the Bushes, Clintons, Obama, etc. AND the Congresses that either approved certain actions (Iraq Invasion) or sat on their hands and did not perform their constitutional responsibilities otherwise.
