It's collaborative, and the politicians are ultimately responsible. Trump is dangerous in his own way, but I'll give him credit for his foreign policy appointments, including Tillerson, and this decision on Syria is the right one (despite the background noise) at the current moment imo. I think we need to shift, not necessarily to isolationism, just more pragmatic, and we'll have to wait and see how it all develops. I think it's fair to say foreign polic post-WWII has helped avoid a world war, but I think containment and ME policy were pretty easy to judge as fundamentally flawed in retrospect. We've at least remained safe, so there is at least not that level of catastrophe. I also think things change and there are necessary adjustments to make in light of that.
