Knew? No, they did not know, nor did the CBO when


it evaluated the plan. Should they have know? Maybe. Have the dems tried very hard to push through an increase since then? No, in fact they have not tried at all as far as I can tell. Not that they would have been successful, but they at least might have helped better educate people about what the problem really is.
