I am anti net neutrality but pro regulation. It makes no sense that when

my mother emails me her mother's lasagna recipe that data has to be treated the same as a Skype session or a sports live stream.

To me the approach that makes sense is to allow ISPs to offer pricing/speed/volume/time of day plans that make sense but make those plans available to everybody. The net neutrality argument is that Verizon must not be allowed to favor Netflix over Amazon, and I agree. I think they should be allowed to favor live streams over emails and let people pick the appropriate plan.
