Mid 90s AOL was two things

1. It was a provider of a limited set of web-based services (sort of like a primitive Facebook). Users accessed these services through a carefully constructed interface.
2. It was an ISP - it provided access to the broader Internet through its custom browser, but it was not exactly the full Internet experience.

Millions of people used this service to get online before any of the FAANGs existed. With Net Neutrality, such a system would be prohibited because it does not treat all Internet services equally.

I have not heard a coherent argument why this sort of service should not be allowed.
