Again, this doesn't mean the average person from the suburbs is inherently smarter or better, but on average someone from the suburbs is going to attend a better school, have a better learning environment, have a more stable home environment, and as a result have more skills than the person from the inner city ghetto. It's why we (UVa and colleges in general) SHOULD give special admissions consideration for an applicant from the inner city ghetto (although sadly in practice, admissions are done based on skin color rather than economic diversity, so the preferential treatment goes to the african american from the suburbs instead of the inner city kid who really needs the advantage).
