I guess I'm looking at skilled in the sense of skilled vs.


unskilled labor. Lettuce pickers are almost by definition unskilled labor. So just because there is a need for lettuce pickers, does not make the immigrant from a third world country with little to know education more skilled than a doctor from Norway. It makes him a better fit to be a lettuce picker, but not more skilled.

Mechanics are different. That's an actual skill. And I bet you'd be far more likely to find a skilled mechanic from a developed nation than you would from a 3rd world country. Now, you'd probably have a hard time finding a mechanic from a developed nation that wants to leave norway, or germany, or france, to be a mechanic in the US, but that's a different issue.
