IMO it implies a state or locality organization


But I’m not sure it matters much. Arms are so different now that states should be able to regulate anything beyond flintlocks or whatever it was around back then as the voters see fit. Very few people think that true weapons of war can’t be severely regulated, and those are exactly the type of weapons that shouldn’t be if you think the 2nd is truly intended to ensure the populace can fight a war, which it probably was in the days before the US had an enormous permanent army.
