I'd be very interested in seeing something written at the time showing that a common usage of the word was well-drilled. Otherwise, 'to control by rule' and/or 'to govern by restriction' from the etymology of the word makes at least equal if not more sense in this context.

I realize that one could very well have had 2 functional cannons pointing outward at the entrance to the lane up to the estate house after the revolutionary war and nobody would've given it too much thought. I've often thought that this makes second amendment arguments a lot more complex and interesting in terms of resisting tyrants. Too bad none of the framers imagined or even thought about potential technological weaponry advances when drafting the Bill of Rights.
