is a vote to censure Trump. I think that might be a solid middle ground to express disapproval of Trump's obstruction in particular, and his behavior generally. It also avoids the political non-starter of trying to remove him from office. That is meant to be a high bar and though I think Trump clears it, as others have pointed out it is clearly also a matter of political expediency. Given that and the fact that there is an election every four years, it's easy to see why it has never been successfully accomplished with any President.

This calculus might change, of course, depending on how this Congressional subpoena problem resolves. That's a huge question with respect to separation of powers. That aside though, vote to censure, use the House to check Trump's excesses and push for real policy changes, run and win in 2020.
