I learned long ago that in a society that wants survival of the fittest, some will simply end up with the short stick, and in this wealthy of a society, we simply can't (and won't) say "tough chit".

My issue with ACA in that regard was the extent to which they did it, the giveaways they used to "buy" votes, and did so with a system that increased demand, but not supply, that could only drive costs up (and thus increase the need for more wealth transfer).

As an aside, while I have long believed CG should be taxed at the ordinary income rates (perhaps with some adjustment for time held to offset inflation), no one is being required to pay part of someone else's CG taxes, so not really the same type of "wealth transfer". It's simply a lower flat tax to go along with our progressive income tax system.
