You're assuming they are without any evidence.
Campaigns are often over-capitalized. They flood advertising because they have literally nothing better to do with their money. They have to spend it. It's basically a back-door subsidy for media companies.
As for Coke and Pepsi, they bought the shelf space from vendors. Very simple.
