One is the Covid relief bill, the other which contains the items you labeled spending nonsense is a federal government spending continuation bill, which keeps the federal government doors open. It approves funding appropriations for the budgeted items approved in the budget last February. Why hasn’t Trump been complaining about those line items before?

And of course regarding number three, I’d say the pandemic was the cause. Certainly government reaction to it has been far from flawless. But it is and was in reaction to a virus that despite precautions taken shut downs imposed has still claim 350,000 lives, with unfortunately a lot more to go.
And that doesn’t change the fact that while some people are doing just fine, largely because they have jobs. Many millions or not because they haven’t had jobs for a long time. And there’s no jobs to be had until this thing is at least close to over
