Half of the "voluntary measures" comparison group (of 2) is South Korea,


which implemented highly invasive people tracking mechanisms (tracking phone locations, credit card usage, etc. to know people's every movements) so they could instantly use that info to contact trace and isolate potential infected individuals to limit the spread.

So, sure, if you think Americans would go for that sort of detailed surveillance of their lives in addition to voluntarily social distancing, wearing masks, and actively participating in contact tracing, then we could avoid shutdowns and do that instead. But since I doubt Americans would go for that, our best alternative unfortunately has been shutdowns to limit the spread.
