Actually the opposite. Those already here are able to come out

of the shadows, live work and pay taxes. Amnesty keeps them from any criminal ramifications from their illegal entry. The resident card allows the government to know who you are and where you live. Allows for a drivers license and so on. It’s renewable by law at certain intervals. It would be a blue card for my example. But because of coming here illegally you aren’t eligible for citizenship.

Those new immigrants that want to come here would get the same card but let’s call it a yellow card. Same stipulations as the blue card but it would allow you to become a citizen if you reside here a certain amount of time and you follow the laws.

And believe it or not there are plenty of seasonal workers who prefer to travel back and forth in the off season. They make enough money in a few months here to go home and bum around for the rest of the year. I know several who do this.
