The reasons that is unworkable are that it is both

Impractical and a disincentive. People who have established a life here, with a family will not consent to temporary status. That simply isn’t real world.

What will incentivize millions of them is the opportunity to earn citizenship status, and then bettering themselves and family members, as immigrants in the past have done.

These people have committed one victimless crime and yet you all can’t see your way clear to allow them to make amends? We are much more forgiving than that for repeat offenders and violent criminals.
