Not making up issues, I am trying to understand your proposed caste system.

No one is disputing that these millions of people came here illegally, but the fact remains they are here and have been for decades. Absent a reasonable solution they remain a national bone of contention that is partly responsible for our national division. If we are serious about resolving this once and for all, they should be given the opportunity to rectify their crime (just like any other criminal) by earning citizenship and given nothing.
Living here temporarily simply would not suit the majority of illegals because like it or not this is their home. Living here permanently as some sort of resident alien citizen is little better. It is a barrier to upward mobility and relegates them to underclass status.
I am not in favor of open borders, however that may be defined. I am not concerned about their potential voting habits either as that is unknowable. Some will vote and some won't, just like other Americans.
