What's this?

What taxes does this refer to? Why would an owner of a jet


pay taxes (other than sales tax but what would the Feds have to do with that) on "activities related to the aircraft itself, such as its storage, maintenance, and fueling, and those related to its operation, such as the hiring and training of pilots and crew, as well as administrative services such as scheduling, flight planning, weather forecasting, obtaining insurance, and establishing and complying with safety standards".

If it refers to making these costs deductible against income for owners of private jets, then that's complete bullshit unless they also want to let me deduct the cost of storing and operating my cars.

If it refers to making these costs deductible for operators of private aviation services as a business... why wouldn't they be deductible as long as it's related to operating the business, and not for personal use.
