But the goal of the House is not to have representation based on state


proportionality, that's done via the Senate and to a lesser degree the White House via the electoral college. Even in a state like VA, that's about as middle of the road and homogeneous as you can get, there are vastly different desires and need for representation from Tidewater to NoVa to SW VA.

It seems you want outcomes to reflect the state make up, that's not what the House should try to do IMO. Their role is to represent a more local than state level interest.
