Being a cynic I've always been a fan of the idea that districts had to be


drawn in only straight lines and no more than 8 per district (essentially, and only for example). That gets rid of all the crap you get from the absurdly shaped districts to place voters in or out of certain districts to ensure certain outcomes (minority representation and/or minority clustering to dilute impact in surrounding districts) strictly for political gain by either/both party.

BTW I just looked at your congressional map, that's about as close to what I would like to see as I've seen from a state map in a long time. (and looks like it could easily be done in straight lines with similar results if that were needed, but it sounds like your bi-partisan set up mostly achieves what the cynic in me thinks isn't possible in VA and other states that have the screwy twisty districts)
