The point was for the States to be able to call up, train, and "regulate"

their own defense forces and not cede all military power to the national government. That was really about all there was to it. Yes, the general practice at the time was for people to keep their rifle for militia service at home and bring it with them when they were called up, but that practice is completely dated and obsolete now and nothing about the Amendment even suggests that States couldn't have required everyone to have a gun and keep it stored in a militia depot until they were called up for service. That's why it was considered a "collective" right for 200 years.
