What's this?

It means called up, trained, and tightly run by the State (but not federal)

government. In other words, back in the 1700s the view was that the States needed to have a well-regulated militia in order to be free and secure (and not dominated by a military force that answers to Washington) and that meant calling up their citizens to serve, train, drill, etc. They obviously needed guns to do that, but also cannons, etc. But it would have been fine and perfectly within the realm of the 2A if the States required everyone to surrender his gun at the end of training and keep it in a militia arms depot for the next time. It never meant that every person had a right to even a non-military weapon until 2008.
