Yeah, looking at a pre-fire satellite view of the area, "over development"
doesn't seem to be an issue, it's more of an issue of ANY development in an area so densely wooded with such a propensity for wildfires and limited escape routes. Would an underground fire shelter even be an option for people who want to live in an area like that?
