Cities may usually have multiple revenue streams, but they are in crisis right now. Their economic engines have been on off or low for close to a year now. Services cut, police defunded (ironically), etc. Unfortunately the woes of economic evolution that helped bring Trump, and that disproportionately impact “old economy” locales (largely rural) are joined by an epic crisis that we are unlikely to dig out of quickly.

So I agree with the notion of solutions-based governing, which dems in recent years have not been known for, rightly or wrongly (known more for “coastal elite”, ivory tower over-focus on esoteric things like wokeness). But it is a particularly difficult time to implement it.
