I think in the end, they will not be able to enforce it on people

but they can do a few things....

1. time off from work due to covid for people who havent vaccinated will be on their own time (either vacation, sick time or time off without pay)
2 2 week mandatory quarantine (from the office) for people who return from vacations. again it will be up to the employees if they can WFH or need to take time off (paid or unpaid)
3. Sign away any rights to sue company for getting covid because they didnt vaccinate.
4. Must isolate from office if temperature exceeds 100F, they have a cold/cough or are sick until are better
