You are correct in that governors have to sign legislation...


...and also correct in that any legislation passed must be Constitutional, meaning the judicial branch might have a say, too.

So, no one is saying that the legislature gets to make the rules all by themselves. What we are saying, though, is that IF an election is unreliable -- say, for example, because executive and judicial branch official manifestly violated the duly passed election laws on the books -- then someone has to remedy it, and the best branch to do so is arguably the legislature. That's one of the things that the USSC might sort out in this case, and my question remains: Why would that bother you?
