As with Kemp's certifying role, the law covers all steps in the process.

No one can just decide they don't want to certify something. They are legally required to follow the steps in the process, and any intervention could only come if something was illegal - which can only be determined by the courts. If the courts deem that a law was broken, that would get in the way of the certification. If the courts don't rule that a law was broken, then the person/group refusing to certify is breaking the law and goes to jail.

We saw this in New Mexico just a couple weeks ago, when a court ordered a county to certify election results they baselessly initially refused to certify.

You continue to show you have absolutely no understanding of election law and how elections are run.
