I don't know that the bumping crap needs to stop. If

you were to disallow overbooking for instance, it would just raise average ticket prices. What needs to stop is forcibly bumping. IMO airlines should keep upping the ante (and do so in cash) until there are volunteers. There will always be a price level that draws volunteers.
