I was thinking the Murray/Alexander approach is the only serious effort

right now. RQ is correct below. We can't just throw out the system and begin again; you have to work for marginal improvements or you won't get anything done. I'm sorry but I don't agree with your pronouncement that you can't get 50 senators on board. It will be hard, but why not? Of course, a similar challenge in the House, but they barely passed the Trumpcare abomination themselves. I think there is maneuvering room.
