They made them temporary as a gimmick to make the plan
appear less costly when the CBO does its analysis... and to kick the can down the road and let someone else deal with the budget impact. The bush tax cuts did the same thing and all of the reduced rates (except for the top 39.6% bracket) were extended at the 10 year anniversary.
No serious person looks at the 10 year sunset as a "tax increase" in the bill. They see it as a gimmick to lower the cost and put the budget problem on a future congress.
