I don't hate the "rent for being an american" concept, but
there is no scenario in which "standard rent" from which any decrease is considered a "handout" is $3.5 million. At least not in any sane world. You may choose to "charge" $3.5M because that person can "afford it"... but to consider it a handout if you reduce that amount is just ridiculous.
If you want to say the standard "rent for being an american" is $4.1 trillion budget / 125 million households or $33K per household and anything below that is a "handout".... you'll get no argument from me.
