Thanks for that clarification. But then how does one apply for asylum if
they're from Africa, the Middle East, SE Asia, etc.? Surely they don't all physically cross the border before applying. Is there a distinction and different process for refugees, a la the Syrian refugees we've heard so much about? Can they just go to an embassy, and if so, couldn't they do the same in Mexico, Panama, etc. (and not just Canada as your link implies)?
It's probably a minor point in the whole separating of families or not issue, since asylum seekers is a small part of this, and it was my understanding you could apply for asylum while waiting in Tijuana on the other side of the border for example (and that some did in the recent caravan), but I always appreciate correcting something I may say in error. I do realize you can legally cross and turn yourself in at a point of entry, so that was very poorly worded on my part, and flat out wrong.
