You're mostly correct with SS although high earners subsidize the benefits


of lower earners. But at least with social security, the benefit is at least roughly in proportion to contributions. Medicare is not even close to being paid for by contributions. The average person receives a benefit that is 3x what they pay in to the system in taxes and premiums. Unless you make $200K+ per year for a long working career, Medicare is pretty much an entitlement. Or at least 2/3 of it is for the average recipient.
