And I think you're misreading the chart. Foreign profits can either be

reinvested (in the foreign entity) or repatriated. So a huge spike in repatriation to the US necessarily comes with a huge decrease in reinvestment in foreign entities. The "reinvested foreign earnings" bar is not earnings that are reinvested in the US, they're the earnings that are reinvested in the foreign entity. So that came way down because instead of reinvesting in the foreign entity, they repatriated the foreign earnings back to the US... and paid taxes on the repatriated earnings.... and grew Capex by 19%. Again, why is any of that a bad thing
