My bet is that he just spouts stuff he half-heard. I suspect that at Davos

there has been some discussion about what to do with pensions and healthcare in various countries. He just threw it out there on Twitter because he just can't help himself. Whomever he last talked to influences his opinion of the moment. Today it'll be like he never said it as he lurches to the next series of deranged Tweets.
