I really don't see the political benefits of this during an election year.

It's also never going to happen even with a 53-46-1 majority let alone if Dems retake control.

In THIS Senate, neither Susan Collins nor Cory Gardner nor any senator from a retiree-heavy purple or purple-is state, ie FL or AZ (specifically Martha McSally in a tough re-election campaign in which she is trailing Mr. Gabby Giffords in fundraising and most polls), is going to sign off on this, nor more moderate Republicans in light red states like Joni Ernst or Tillis.

So why did he say it?
