I don't think it's either. Now, I'm 50 years old, so it wouldn't make

sense for me to opt out going forward since I've already paid so much in, but if the gov't would cut me a refund check for all the payments my wife and I (and our employers on our behalf) have made into medicare and SS over our working careers, I'd opt out in a heartbeat.
