as you're suggesting, and keep in mind we're talking jails/holding cells, not prisons, then a) I would think that's a much bigger deterrent to committing crime than scratching together bail, b) that would seem a pretty good incentive for criminals to make sure they can scratch together that bail if they intend to commit crimes, and c) perhaps your efforts would be better spent trying to end jail rape instead.
