Careful with your words. People really parse words on this board. You said

". . . . that cops are always on the hunt to kill black people . . ." That is a very overblown statement. I teach inner city high school kids and while my students have a general distrust of the police, I doubt anyone of them would agree with that statement.
You also bring up anecdotal evidence, but what real evidence to you have to back up your claim.
Unfortunately, right now all we can do is go by the video evidence. There is a lot of video evidence out there that shows police brutality toward African Americans, while there are just a few that showcase police brutality toward Caucasians.
I believe most cops, probably 95% or more are good cops. However, implicit bias is a real issue and when faced with a life threatening situation, that implicit bias manifests itself into explicit bias.
And please, racial profiling is real.
Bottom line - police need more training in how they conduct themselves when interacting with minorities. They also need to be walking the streets more to get to know their neighborhoods and the citizens they protect. Clinton brought in 1000 more law enforcement officers back in 1993. The federal government could help with more money for training and more officers to help lessen the burden.
