If your assumptions can be met I agree. Currently that is rarely


happening. That is why the adminstration is putting a pause on the practice. Perhaps the incentives can be aligned with proper service-level agreements etc. However, I have to wonder if creating the proper incentives won't make a private prison just as expensive as a public one.

Plus, there is also the argument that society may want a public official answering to them in the case of something like a prison as opposed to a corporate official that answers predominantly to their share-holders.
