We’re also coming at this from two different perspectives as to what the role of the prison system is and what the costs/benefits of reform are.

On a basic level they are to enable a criminal to pay his debt to society. That’s understood. The basic costs of this function are easily quantifiable.

Changing the rehab structure would obviously increase those costs with benefits that are harder to quantify. Of course you can look at the general recidivism rates in determining savings but there are also the benefits to society of having less criminals, more fathers, and so on.
