On some level, yes, prisons do not make people


Commit crimes. However, when these prisons approach communities to build new facilities their sales pitch highlights the recidivism rates so the communities are confident that the jobs they bring will be in place for the long term. They clearly have no interest in rehabilitation. Rehab programs also come at a higher upfront cost that private prisons also have an incentive to cut. Why would they increase their current costs while also decreasing future revenue?
