Not sure I see this as a good approach...

FBOP is already stretched for staffing and prisoner capacity. Taking the private prison industry offline will further increase the demand on FBOP. And, does the government propose taking over the private facilities and then staffing with FBOP personnel? The first place they will look is to the currently employed private prison staff to fill the personnel need. All this would do is take the private side and put it under the government umbrella. Maybe that is the right thing to do but there are plenty of logistics issues that remain to be resolved.
