Your assumption presupposes a profit motive. That's the real reason for the


risk pools. The insurance companies can structure premiums so they stay profitable. It's the same reason that they used to have lifetime maximums and pre-existing condition clauses. No, I'm saying no matter what your DNA says (and some companies have argued for risk pooling or non-coverage for those folks) and no matter your life choices (full coverage should include preventative care and educating folks on those choices; plus maybe the government should stop subsidizing the production of corn?), you get covered. You treat smoking like an addiction, because it is. You treat obesity like a health problem rather than a discipline problem, because it is!

You want to limit to certain types of coverage? OK, they do that in France, for example. They don't cover elective cosmetic surgery. They don't cover Viagra (last I checked). That's where the policy compromises come in and where their PRIVATE insurance companies can sell supplementary policies. But they are clear that they want to cover everyone and they set standard prices for most procedures. They do it for LESS money than we do and they get better outcomes.

A similar system for us is a no-brainer. But first, we have to get over the insurance profit structure.
