That's accurate
Most agencies had already pushed out the long guns before 9/11. Post 9/11 you started to see local departments get things like boats and large command vehicles form HS and DOJ grants. The ideas being that they could offer direct support to defending the Homeland. You also saw larger departments like the NYPD develop their own specialized units in areas such as Intel and rapid deployment forces. Prior to 9/11 these functions were largely left to the Feds.
The draw down of combat operations in Iraq and Afghanistan was when you started to see the armored vehicles show up in local police departments. The DOD had all these surplus armored vehicles and and departments like Ferguson started to claim them. Obama tightened this somewhat by prohibiting tracked vehicles and anything 50 caliber or larger.
