What do you think they meant when they said 'well regulated militia'? Read

all of the constitution, not just 1/2 of the Second Amendment. The framers pretty clearly intend "militia" to be a federal organization or a federal-state effort. Something like the National Guard is what they meant.

Article I Section 8: Congress shall have the power to:

To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions;

To provide for organizing, arming, and disciplining, the Militia, and for governing such Part of them as may be employed in the Service of the United States, reserving to the States respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by Congress;

Again, getting back to the "well regulated" in the 2A, if there's one thing we can be sure of it's that "militia" is not a bunch of gun nuts with fantasies and "come and take it" bumper stickers.
